This page explains how property assessment works, how it connects to your property taxes, important deadlines, and where to get help.
What is Property Assessment?
Assessment is the estimated market value of your property as of a set valuation date. Assessments are used to distribute the municipal tax levy fairly among all properties.
Assessment vs. Taxes
- Assessment = your property’s value (set by Provincial Assessment Services)
- Mill rates/levies = set by Council and School Authorities each year
- Your tax bill = Assessment × Applicable mill rates
Your Assessment Notice
Assessment notices are mailed by Provincial Assessment Services. Check the details carefully (legal description, class, assessed value). If something looks incorrect, contact Assessment Services promptly.

How Your Property Taxes Are Calculated
- Assessed value (by Province)
- Portioning & classification (residential, farm, commercial, etc.)
- Mill rates (Town, School, special levies)
Each spring, Council adopts the Financial Plan and sets the municipal mill rate. School division mill rates are set separately.

Your Property Tax Bill
Tax bills are mailed once per year. They show your assessment, class/portion, mill rates, and any credits/levies.

Payment Options
- In person at the Town Office (cash, cheque, debit)
- By mail (cheque payable to “Town of Morris”)

Tax Credits & Programs
- Manitoba Education Property Tax Credit — provincial credit applied on your tax bill (eligibility rules apply).
