Property Assessment
Property assessment is the estimated market value of your property as of a specific valuation date set by the Province of Manitoba. The assessment is used to fairly distribute the municipal tax levy among all properties.
Who Assesses My Property?
Assessments are completed by Provincial Assessment Services (Manitoba). The Town uses those values to calculate property taxes.

Assessment vs. Taxes
- Assessment: Your property’s market value estimate (set by the Province).
- Mill rates/levies: Set annually by Town Council and School Authorities.
- Your property tax bill: Assessment × Applicable mill rates.
Reassessment Cycle & Valuation Date
- Assessments are based on a provincial valuation date and may be updated as part of a regular reassessment cycle.
- Market changes after the valuation date are not reflected until the next reassessment.
Your Assessment Notice
You will receive an assessment notice from the Province. Review it carefully (roll number, legal description, class, portion, assessed value). If something looks incorrect, contact Assessment Services first.
Why Assessments Change
- Market conditions between valuation dates
- New construction, additions, renovations, or demolitions
- Use changes (e.g., residential to commercial)
- Corrections to property records (size, features, etc.)
Building Permits & Supplementary Taxes
Improvements may trigger a reassessment. When work is completed, you may receive a supplementary tax bill for the portion of the year the new assessment applies.

Property Classes & Portioning
Each property is placed in a class (e.g., residential, commercial, farm). A provincial portion (percentage) is then applied to the assessed value before mill rates are applied.
If You Disagree With Your Assessment
- Contact Provincial Assessment Services to review informally — many issues can be resolved without an appeal.
- If still unresolved, you may appeal to the Town’s Board of Revision by the deadline on your notice.

Sales Verification & Inspections
Assessment staff may contact property owners to verify sales information or to conduct property inspections. Cooperation helps ensure assessments are accurate and equitable.
Updating Ownership or Mailing Address
Ownership changes are recorded through the provincial land titles system. To update your tax mailing address, please contact the Town Office.
